Countries can decide internally to call something whatever they want. One example is how not everyone in the world agrees on how many continents there are and uses some different names (like Eurasia). A more relevant case is how most of the world calls the ocean between Japan and Korea the Sea of Japan, whereas Koreans call it the East Sea.
Some states base it on your name in some ways. Mine used to have (maybe still do but I don’t live there anymore) letters from first and last names plus birth date as most of the number. I assume if you change your name your number changes as well.
Ah well, I recommend the first book if you’re into sci-fi because it has some cool world building. Book’s always better than the movie, right? But I get why people aren’t into that world.

There just aren’t many linguists unfortunately. I’m a huge grammar and language nerd but learning IPA takes time and exposure to a lot of sounds you’re not used to. I wish more of the reddit linguists would come over. Even the grammar communities here are dead.

Whether there’s an s after the apostrophe depends on style guide. Most do recommend using the s, though.
