I’m not sure how that would even happen. Beyond the legal ramifications and assorted governance questions (does the new City/State get new driver’s licenses? Are their taxes the same?) You’d have the basic question of who’s losing the money. Which, as we know from every historical event ever that’s the main thing.
I suppose if there was an extinction event and there were enough people in the US to consider changing borders they might could do that without any of the usual questions needing to be answered.
There’s a trend where larger metropolitan areas vote to establish a new city within the city they were a part of, and basically it means funneling tax money from the residents there to different police departments and different city councils, and even that’s a many-years-long effort that ends up not changing too much.
